Yes. You can engage a local or permanent resident (PR) part-time cleaner, or book domestic services from a company employing workers under the Ministry of Manpower’s (MOM) Household Services Scheme. However, hiring your friend’s or neighbour’s migrant domestic worker on her rest day is illegal, even with her employer’s consent. Under the Employment of Foreign Manpower Act, employing a foreign worker without a valid work pass can result in a fine of $5,000 to $30,000, imprisonment for up to 12 months, or both.
2. Is it legal to hire citizens as part-time helpers in Singapore?
Yes, you can hire Singapore citizens or PRs as part-time helpers. It is common to hear of neighbours providing home-based babysitting services and, according to the Ministry of Social and Family Development, home-based babysitting is not subject to specific licensing requirements. If you employ someone directly for regular housekeeping, check which employment obligations apply to your arrangement under the Employment Act. Alternatively, book through a service provider.
3. Can a part-time helper live out?
It depends on whom you hire. If you employ a migrant domestic worker under your own Work Permit, MOM’s rules require her to live at the residential address stated on her Work Permit. If you book a part-time cleaner through a company, you are its customer rather than the worker’s employer, so there is no requirement for the worker to live in your home.

If your child is a Singapore Citizen aged two to 18 months and isn’t concurrently enrolled in an ECDA-licensed infant care centre, they may be eligible for the Childminding Pilot for Infants by the Early Childhood Development Agency (ECDA).
